The Five Healthy Homes Standards
New Zealand law requires all private rental properties to meet minimum standards across five areas. Landlords are legally obligated to provide them — and tenants are entitled to expect them. Select each standard below to see exactly what's required.
Keeping Homes Warm
All rental properties must have a fixed heater capable of heating the main living area to at least 18°C. Heat pumps, wood burners, and flued gas heaters are accepted — provided they meet the required output specifications.

Retaining Heat Effectively
Ceiling insulation must be at least 120mm thick where accessible. Underfloor insulation is required where there is reasonable access. Insulation must be in reasonable condition with no gaps or damage.

Fresh Air Throughout
Openable windows must equal at least 5% of the floor area in each room. Kitchens and bathrooms need appropriately sized extractor fans vented to the outside to remove moisture and prevent mould growth.

Controlling Dampness
Efficient drainage must prevent water accumulating under and around the home. Where there is a subfloor, a ground moisture barrier must be installed to stop rising damp — a major cause of mould and structural damage.

Sealing Against the Cold
Unreasonable gaps in walls, floors, ceilings, windows, and doors must be blocked to prevent cold air entering and warm air escaping. This reduces heating costs and maintains a consistently comfortable interior temperature.

The standards apply to all private landlords renting residential properties in New Zealand. Whether you own one rental or many, your properties must comply. Compliance requirements are linked to when tenancy agreements are signed or renewed. While Housing New Zealand (Kāinga Ora) and community housing providers have separate timelines, private landlords are the primary focus of enforcement.

If they don't respond or address the problem within a reasonable time, you can contact Tenancy Services NZ for free advice, or apply to the Tenancy Tribunal for a formal ruling. The Citizens Advice Bureau can also provide free, independent guidance on your rights. Landlords who fail to comply can face significant financial penalties.
